I already arranged for a Russian citizen to ask the FSB.
I’ve got an answer. They don’t say do they have emails or not but they say emails in question belongs to a Department of State of the United States which is a legal source of it due to a position of at least one correspondent and might contain confidential information critical to well-being of American citizens, society as a whole and American state. For that reason no organization other than authorised bodies of the government of the United States may decide if the whole correspondence or part of it should be passed to a third party or made public, based on established procedures on handling such data in a Department of State of USA.

Regarding the situation in question it doesn’t seems like producing any breach in Russian national security, doesn’t violate Constitutiton or/and Federal Laws of Russian Federation and for that reason your complain doesn’t prompts legal action on on part of FSB.

If you have some editional information contrary to our conclusion you should provide it to us to reconsider such decision. At this point we are warning you that providing a knowingly false information on such facts may lead to your prosecution under article 306 of Penal Code RF which if connected with fabrication of false evidence incriminating an innocent individual may be punished by up to 6 years of forced hard labor and a fine of 100,000 to 300,000 rubles. If your information is sensitive or you don’t trust open channels of communication you can visit our nearest office and share with an officer in charge in person.

We aren’t authorised to evaluate situations like this based on foreign legal legislation so if you indeed insist to push for legal action based on presented information you should translate your complain into English language - an official language of United States of America and file it to an office of The President of the United States Barack Hussain Obama who are a superior to a Secretary of State. If you believe the violation is grave beyond disciplinary misconduct you should contact the office of Attorney General of US.

If you are disagree with this answer and believe it violates your right for security you have right to appeal to the Director of FSB or to complain to a public prosecutor of Tverskoy district or file a lawsuit at Tverskoy district court of downtown administrative ocrug of city of Moscow.

I note they didn't actually say they don't have 'em...
