Why, yes it was. Chlorine gas was one of the first chemical agents used by the Germans.
Funny thing, though...those events occurred prior to the birth of Barack the Lesser.
So he probably doesn't know about them. Can't be bothered with stuff that happened before he was born, don'cha know?

I believe Chlorine, and Chlorine gas were first mas produced around 1892, for bleach and other manufacturing processes, it took a scant twenty years of historical use to become the historical weapon of mass destruction in WWI!

Yes. There was an elderly gentleman in my hometown that would relax at the city park that could barely be understood when he spoke, the result of chlorine gas in WWI.
