In reality, ISIS became a powerhouse in Syria, where they overpowered Syrian military with the help of the insurgent groups the Obama administration funded. Soon ISIS controlled 1/3 of Syria and had captured arms, tanks, jets, ordinance and supplies from Syria. Then they set their sights on Iraq. Not sure how you can blame Bush for this
Mistakes, serious mistakes, were made by Paul Bremer, Bush's head of the Iraq Provisional Authority. One of them was disbanding the Iraqi army. And that led to chaos in the entire region. And that made the rise of ISIS so much easier.
It is much like how the treaty of Versailles led to chaos in Germany, which made the rise of Hitler so much easier.
It's a stretch to directly blame Bush for ISIS, as it's a stretch to directly blame Versailles for Hitler. But the links are there, and we need to learn from it.
