OK. The headline is horribly written. If the point is a separate train, do not imply they are the same, but if the same, do not imply difference.

Well, the headline probably distinguishes between the SEPTA "commuter train" and the "Amtrak train," but I too was a little confused on my first reading.

As the source is a local news site, I wonder if someone from the area would've understood the headline sooner, especially if that person would associate SEPTA with "commuter train." When I mentally substituted my own local equivalents, I understood the intention quickly, but someone with no special experience with my area may be confused.

My being reminded that "the source is a local news site" comes primarily via our very site. Members often start threads with a local source that makes a local reference that naturally doesn't mention the state. When the same headline is used here without an added note, though, the lack of a state can be confusing. (My local area has several cities that share names with larger cities in other states or other countries. Even in-state references may be ambiguous: California alone has at least three areas called the "South Bay.")
