Translation: We've already blown through our advertising budget, and we have hundreds of health navigators to pay for, not to mention that our slush fund for personal benefits is getting kind of lean, and the board of directors wants a pay raise, as they've been working at the job for just under two years and need more pay. And gosh, we can't afford to go to any more conferences with full catering and first class travel!
What I'd rather see is a break down, state by state, for the overhead costs for new enrollees and continuing enrollees by dividing the annual budget by numbers enrolled. Betcha it'd be SHOCKING.
