Dashcam video released Thursday shows a black suspect being kicked in the face by a white Delaware police who was charged last week with assault.
The video, recorded August 2013, was released by Dover police after a federal judge ruled last week that it was no longer considered confidential. The ruling came in a lawsuit filed on behalf of the suspect by the American Civil Liberties Union.

November 2013 -- Defendant placed on paid administrative leave
June 2013 -- It was found he did not follow department policy, probably admonished, and placed back on duty.
March 2014 -- First Grand Jury Dismissal.
April 2015 -- Judge orders the release of the dash cam video.
April 2015 -- New DA decides to sic another Grand Jury on the defendant.
May 4, 2015 -- defendant arrested and suspended without pay after Grand Jury indictment.
May 7, 2015 -- Video released.
Interpret it as you see fit.

I can’t think of one reason to kick the guy in the face other than out of control rage. He should not be allowed to carry a gun. Much less a gun and a badge.
The other officer looks like from his stance there is a ongoing confrontation with the black man, maybe he was trying to keep him down and that was the closest thing to him. Who knows anymore they are sometimes high and dangerous. Why are they bringing it back up, they getting all the old cases and reviving them?
Why "If you don't do anything wrong, you shouldn't fear surveillance" is a fool's argument.

I’ve reviewed the dates. They seem absolute according to the OP src. I interpreted everything that said “last week” as late April. Anything that happened pre-2015 was given in a month/year format, while anything 2015 was referenced as “last week” or ex: “on Tuesday”. So you’ll have to provide the enumerated example for me to check what’s possibly wrong.
Were supposed to be bumpkins who cant possibly figure out the tactics these vile jerks use to meet their needs.

I suspect the officer didn't have the forethought to draw his heater and blast him once or twice. Too many witnesses on a busy roadway, most likely. so, a quick kick to the face.....just to show him who is large and in charge.
There were several suspects still at large in this incident, including a man in a yellow shirt with a gun...is it your expectation that the two officers should pussyfoot around with one suspect who seems ambivalent about complying when there are other armed and dangerous suspects roaming around?
Another day and another example of an out-of-control cop. Charged with assault, hopefully a nice long jail sentence. Nice if they can find the people that covered for him and fire them while they are at it.
Hope they throw the book at the officer. Genuine abuse of power cannot be tolerated. Especially by people in trusted positions.
