Let's apply your 'logic' to other areas...homicide, for example. Since hundreds of years of criminalizing homicide has not eliminated it...in fact, recidivism is common...should we not decriminalize homicide, and help murderers 'connect?'

Murder violates the rights of the unwilling victim; drug use's only victim is the willing user, with any rights violations being those motivated by the War on Drugs.
