Of course it is...and the RATs don't mind sacrificing a few of their own. But if there are any Republican cops in this cases they will be the scapegoat(s).
Everybody should be concerned with rogue police, or police that just like to take matters into their own hand.

The cops are already singing. The prime suspect (the driver) is claiming that the others refused to secure him safely despite several requests. Oh and while we're making stuff up, I hear the cops were all hopped up on Bath Salts.
