The bus I showed you is a typical jail bus used to transport prisoners from jail to court. They do not have seat belts. Prisoners are free to thrash themselves about. Usually they don't. But if they do, the bus driver has to wait until they get to their destination before picking up the stupid prisoner who has accidentally broken his own neck.
