It has been reported that the officers observed Gray and another man in what looked like a drug transaction. In a case like that they do have the right to arrest someone who is attempting to flee.

Then why, in in their arrest report, did the police say that Grey "fled unprovoked upon noticing police"?

I don’t see the conflict. This was stated by another Baltimore officer who was interviewed on Hannity.
