Clinton Non-Profit Admits Organization Is Just A ‘Pass-Through’

Another day, another Clinton scandal. The Boston Globe reported this morning that yet another Clinton tax-exempt organization, the Clinton Health Access Initiative (CHAI), failed to disclose foreign donations it received while Hillary Clinton served as Secretary of State.

“The Clinton Health Access Initiative never submitted information on any foreign donations to State Department lawyers for review during Clinton’s tenure from 2009 to 2013,” the Boston Globe wrote. “[CHAI CEO Maura Daley] said the charity deemed it unnecessary, except in one case that she described as an ‘oversight.'”

More interesting, however, is CHAI’s stated rationale for refusing to disclose the donations: since it was only passing the money on to other groups and not using it in-house, it didn’t feel compelled to disclose the payments.

That rationale flies in the face of other explanations provided by the Clinton Foundation about why its charitable grants to other projects and organizations comprise such a small percentage of its budget. Clinton allies have claimed that the charitable grant numbers are low only because the Clinton non-profit universe does the bulk of its charitable work “in-house.”

“The charity defended the lack of some disclosures on the grounds that the donations in question were simply passed through the charity to fund an existing project,” according to the Boston Globe.

The new explanation for the non-profit’s refusal to disclose the sources of its foreign cash flies in the face of previous defenses of the Clinton Foundation’s spending habits. Instead of directly funding charitable efforts, huge swathes of Clinton Foundation cash were instead used to pay rent, buy office supplies, fund private jet travel, and host what the New York Times described as “glitzy annual gathering[s] of chief executives, heads of state, and celebrities.”

Based on an extensive analysis of the Clinton Foundation’s tax filings, The Federalist found that the organization spent less than 10 percent of its budget on charitable grants in 2013. From 2009 through 2012, it spent less than 15 percent of its budget on charitable grants to other organizations.

In 2013, for example, a majority of the Clinton Foundation’s budget was spent on staff salaries, travel, office supplies, and rent.

The Clinton Foundation announced last week that it would be refiling several years’ worth of tax returns because it improperly failed to disclose to the IRS foreign contributions it received while Hillary Clinton served as Secretary of State.

Except only 10% of the money passes through while 90% becomes the Clintons personal slush fund.

You know what the talking points will be about the non disclosures. “We had nothing to do with that. Employees take care of the every day bookkeeping decisions.” And they’ll get away with it.

What is never asked is “How is it that EVERY employee all broke the same rules at the same time?”

Bill Clinton, singlehanded, you might say, spread knowledge of and practice of fellatio down to the First Grade. That was a terrific blow, you might say, for the Revolution!

CHAI spox said the charity “didn’t think” that tens of millions of dollars of increases to grants from donor countries needed to be reviewed by the State Department....the failure to report the new donation by the Swiss government was an oversight.

CHAI vice chair, Ira Magaziner (pocketing $4000,000 annually plus perks), said that the charity didn’t publicly disclose its donors because it believed the broader Clinton Foundation was doing so; there is considerable overlap in givers to the two entities.

Among the foreign governments that started giving money to the charity while Clinton was secretary of state were Rwanda, Sweden, Papua New Guinea, and Flanders.

Rwanda paid the Clinton Foundation $300,000 to implement a medical system and the charity viewed the payment as a “fee” rather than a contribution. “Since it was not a grant or donation, we did not think it needed to be submitted for review,” CHAI spox said.

The charity didn’t view Flanders as a “foreign government” because it is part of Belgium, and therefore didn’t disclose funds from the Flanders International Cooperation Agency.

With Swaziland the cash the charity received had originally had been given to the African nation by The Global Fund to Fight AIDS, Tuberculosis and Malaria in order to buy AIDS medicine, but the country wasn’t set up to make the bulk buy.

The charity took the money from Swaziland and then used it to buy drugs for the country. “Since it was pass through of Global Fund money, we did not think it needed to be submitted for review,” spox said.

The CHAI reasoning is similar for money from Papua New Guinea. In that case, additional funds from the Australian government, a preexisting donor, were given first to Papua New Guinea and then to the CHAI. The charity also didn’t disclose a bump in giving from Australia.

Vast increases in grants also came in from Sweden, which had supported the CHAI before Clinton was secretary of state. The country didn’t give any money in 2009, 2010 or 2011, then started giving again in 2012..... increases in grants also came from the United Kingdom and Ireland, and weren’t submitted for review to the State Department for the same reason.

Chelsea Clinton heads the high-profile "Clinton Global Initiative University," another Clinton Foundation branch, which is rportedly as much as $700,000 in the red.

The day after her mother stepped down from the foundation board and announced for president, Chelsea defended CGI U’s value, calling the program, which holds free college events to encourage student participation in service projects, the most “pure” platform at CGI.

The word is CGI Univ will continue at college campuses across the country. It “has never been an event designed to generate profit,” they said. “We don’t charge admission fees for students, and sponsors underwrite the ability for over 1,000 students from all 50 states and around the world to atten."

“Through the CGI University Network, the Resolution Project Social Venture Challenge, and other opportunities, more than $900,000 in funding opportunities were made available directly to select CGI U 2015 student commitment makers to help them turn their ideas into action.” (Politico)
