Baltimore authorities may soon start releasing people arrested during Monday's rioting if paperwork delays push their incarceration past a 48-hour legal window, a police spokesman said.
More than 100 people, about half of the 209 taken into custody during the unrest, have yet to be formally charged, Capt. Eric Kowalczyk said at a Wednesday afternoon news briefing. Because of the fluid nature of the situation, and officers' attempts to quickly round up lawbreakers, much of the required booking documents have yet to be compiled, he said.
"If we're not able to meet the 48-hour window to charge, they will be released," Kowalczyk said. "We do not want to violate anyone's individual rights."
In the cases of those who are released, investigators will continue to collect the necessary paperwork, including information from the arresting officers and documents detailing the probable cause for arrest, he said.

Why does the headline say “arrested protesters” rather than “arrested rioters” or “arrested thugs”??? The words used can really convey an inaccurate idea of what was going on.

If I was one of the arrestees, I would be mad as hell. The Mayor told me that I could rob, kill, rape, destroy and the police would protect me from anyone wanting to stop me.
The term "terrorists" fits perfectly, because they are engaging in dictionary-definition terrorism.

Hopefully they have a system of legal “triage” set up where the worst offenders get processed first.

1. I’d be willing to bet the police did the ‘new’ arrestees first...and many of those who haven’t yet been charged can still be held on an outstanding warrant, etc.
2. They can still charge. They just can hold them for over 48 hours. So they can release a guy on Thursday, and charge him on Friday. And on Monday the police go and pick him up...at his house and possibly find something else there to add on to the charges.
I wouldn’t fret. They’ll have a day in court.
