Incidentally, Duh Mayor is Secretary of the Democratic National Committee. Hence she likely has frequent contact with the Sultan, the Lizard and other top Rat powers.
Of course ValJar is in regular contact with the mayor. Not only is the mayor high-profile because of the situation in Baltimore, but she has also gotten a party promotion to Secretary of the DNC.
