So, after 50 years of a war on poverty, and tens of trillions spent on anti-poverty programs, the issue is that we just haven’t spent enough, or had enough anti-poverty programs???

Is he for real?? He really thinks the problem is that we just haven’t spent enough on urban problems and anti poverty programs? And the mean Republicans just won’t let him devote the money and resources to fight the problems? So that’s why a city such as Baltimore is burning??? Really???
