The lefty local news is already trying to blame the response on Republican Governor Larry Hogan.
I think he will take up for himself if pushed.
Maryland is a home rule state meaning that County Executives for the counties that have them have to formally ask for a state of emergency in order for the Guard to be called up.
The Mayor of Baltimore is a County Exec.

I understand that Gov. Hogan placed the guard on alert on Saturday and was waiting for Mayor Rawlings-Blake to respond to his calls.
That’s why he was able to activate them and have in Baltimore within hours.

His district winds through parts of The City of Baltimore (to get reelected) and snakes around to Howard County then through Baltimore County almost to the Pennsylvania state line (voiding GOP votes).
