As I understand it in order to maintain a ax exempt status a “Charitable Foundation” must distribute at least 15% of its assets each and every year to charitable works. The Klintons may be in even more trouble than expected.

Sorry, but that is not correct. A Charitable foundation needs to spend 5% per year of its endowment. The spending can include costs to run the foundation( the black hole of private family foundations), charitable grants as well as set asides for multi year projects.

I believe some small foundations consume most of their mandatory distributions as operating expenses.
