Licensing drivers has nothing to do with safety. Drivers don’t get in crashes because they don’t know how to drive safely, they get in crashes because they choose not to.
The whole idea is to transform them into consumers (regardless of their invader status); that is why public schools can’t ask about their status, and this push for licenses is to sell them cars. The safety or other interests of American citizens is meaningless to both parties.
I’m sure old Ruben Sammich has loads of empirical data to show how much safer CA is after doing this. (sarc)
