While I personally wouldn’t do it if I didn’t know it was wild, it is legal to kill dogs that are chasing deer here in Michigan.

Neighborhood pet? No, it belonged to someone who didnt care enough about it to keep it safe. Accidents happen. Pets get loose. But to classify it as a feral cat when it hadn't been seen around the neighborhood more than a day or so is the height of stupidity.
