The city of Folsom, 30 miles east of Sacramento, could have to cut its water use by 35 percent, even though it has paid millions of dollars to store enough water for its residents during the drought. Looks like Folsom is learning Lesson # 1 about liberal governance -- If you save, live within your means and plan for the future, you are simply setting yourself up to have your assets seized for use by those who haven't saved, lived within their means or planned for the future.
