Secret service protects both senate minority and majority leaders.

It does not -- security for Congressional leaders is provided by their own police force (Capitol Hill Police). The list of Congressional people at the bottom of the page to which you link is the membership of the committee who decides who gets SS protection (all of whom are Executive Branch people).
