He thought it was a taser which has nearly no recoil.
The trigger on a taser should be made completely different from a gun. Such incidents have happened multiple times

A local news source here "in northeast Oklahoma" had the story as "he was expecting zero recoil from the taser, but when the handgun recoiled he dropped it not from the recoil but from knowing he'd just shot a guy he intended to taze." Not those exact words but that was the story.
BTW Tulsa Sheriff's deputies are issued .40 caliber handguns, I believe... same for Tulsa PD... at least that's what someone told me...
