Is this the same Paul that whined he could not run for President
and maintain his Senate seat too?

At the time KY rules did not allow it. His buddy Mitch helped change
those rules so he could do both.

Paul likes term limits as long as they do not apply to him.

It’s the law, and the legislature did not change the laws.

The state GOP is toying with the idea of a caucus vs. a primary to avoid the problem of him being on the ballot twice for the primary, but that would not correct the problem of the general election - and the law does not permit replacement candidates. So, if he were to win the nomination, the Senate seat would be forfeit to the Democrats - an automatic gain for them, or he would have to forfeit the 8 electoral votes and not appear on the ballot for President.
