I expect that Perry will simply never announce that he is a candidate. Cruz owns Texas and if Perry can’t gain traction in Texas, his cause is hopeless in other states.
Plus he has to know that he’s bringing a rubber knife to a gun fight, intellectually, against Ted Cruz.
Rick Perry should put his efforts to helping Ted Cruz in Texas and nationally.
