Former Pennsylvania Sen. Rick Santorum has set up a testing the waters account in anticipation of a possible 2016 presidential bid, CBS News has learned.
The account allows Santorum, a Republican who ran for president in 2012, to raise and spend money under the same caps governing an actual campaign committee ($2,700 for individual donors, and $5,000 for couples.) Unlike a campaign committee, though, a testing the waters account does not have to disclose its finances.
"He just formed the testing the waters account this week," Santorum adviser Matt Beynon told CBS News. "His timeframe for making a formal decision on a bid is still what it was - by late spring, he'll make an announcement."
Beynon said Santorum has been "very encouraged by the support that he's received from folks all across the country."
"The message he's been talking about for the last few years is resonating," he said. "That encouragement led him in the direction of taking some more formal steps."

Sadly, this is true. He is a good man, and speaks good policy, but what you state is the actual role they end up playing.

Santorum tells preaches to the choir while doing the exact opposite behind their backs... the mans says things social conservatives like to hear, but in practice he’s a big money government intrusion guy, just argues the government should be activist on the right hand side instead of the left.
There is a $1/2 BILLION 1/2 mile long tunnel pork project he drove trying to buy union votes in his last Senatorial race.... Go home Rick.
The unfortunate outcome for the Republicans is the fratricide kills off even the strongest candidate for the low info voters. They see the candidates through the eyes of SNL and jon stewert and they get all their snotty comments from other candidates attacks.

I was for Rick in 2012, but only because Cain and Bachamnn dropped out. Now we have much better candidates so I don’t think he stands a chance. I’m with Cruz and Jindal. Walker has fallen to fourth behind Bachmann who probably won’t run.
