It sounds like Nevada has some constitutional issues of their own if ONE person is able to single-handedly hold up a piece of legislation.

Duhno Harry Reid been doing it for years.

In general i find the idea of making it difficult pass a law to be a very good printable indeed after all it is laws that invariably usurp the rights of the people and it is better for almost all the people to agree to a law than any significant minority thereof to find themselves repressed by it.

I think to that end that if any law really needs to be passed it will upset so many of the people as to make obtaining from passing such a law unpalatable. The reality is most all laws that are passed are only really ‘needed’ because politicians and interest groups want them passed to effect their own ideological or financial goals.
