A Russian nuclear submarine has caught fire in the northern province of Arkhangelsk
...
The blaze started in the early afternoon local time when insulation between the crafts inner and outer hull caught fire during welding.
The submarine was the Oscar class K-266 Orel (Eagle), a similar vessel to the Kursk, which sank in the Barents Sea in 2000, claiming the lives of 118 men.
A spokesman for the shipyard told Interfax there were no casualties and all crew and workers left the craft in time.

Not my fault, I do not make a habit of setting fire to submarines.
I burn rocks.

Do they offload missiles and such before doing this kind of work?

Being rebuilt, in the drydock since 2012.

The old insulation between the walls trick, the outfit I worked for before retiring burnt down a fairly new $300,000 building doing that.
Welding on a metal door frame, insulation in the wall caught fire and *poof*, thar she went :)

Isn’t that what the Soviet media said in the initial reports about Chernobyl?

Russians claim it is empty of fuel and weapons, so it is likely the opposite. The boat is being sunk to extinguish the fire, so it must be too dangerous to try conventional methods. Expect two-headed Russians glowing in the dark soon.

It happened here too, USS Miami. The navy decided to total the sub.
