Given that all cancers have low oxygen dependencies there's no reason that can't be accomplished with cancer, too. Except, of course, that there's no money in solving this problem. Quite the opposite, in fact.
No, because you'll breathe in the required amount no matter what. However the amount of cellular oxygen available thought the body varies greatly depending on lots of factors - diet, exercise, toxin buildups, etc. Wherever it is low, cancer can live.

Except that if you read the literature on the Polywell reactor—its small enough and simple enough in design that $30 million is enough for a small test reactor.
Well, if the reactor is practical, we should soon see it in the market place.
I also have pretty much cracked the "car that runs on water" problem.
