Let’s suppose Cooke is right, and he is off-putting in person. THat effects, say, 0.00001% of the electorate.

I should amend that. Some Republican will probably get elected on the Obama economy, the Obama tyranny, etc.
But no audience is going to forgive the lousy speaking skills of any Republican because of Obama’s lousy speaking skills.
And the fact is, aside from the fact that everything Obama says is a lie, and demagogic, and jejune, and evil, he’s not a bad public speaker.

Mr. Cooke accused Cruz of talking AT people instead of TO people.
I did not agree, and used Obama as the prime example off someone who talks AT people rather than TO them.
Ben Shapiro has a brilliant analysis of the 2012 election. Something like this:
What was Romney’s message? Obama is a nice guy, a fine family man, a good husband, a good father, a good Christian, well-intentioned. He’s really trying his best. He’s just in a little bit over his head.
What was Obama’s message? Romney is a multi-millionaire corporate-raider vampire who sucks companies dry. He loves to fire people. He fired a guy so the guy’s wife would die of a brain tumor because she didn’t have insurance. He tied his dog to the top of a car. He likes to bind up women. He’s a sacred-underwear-wearing member of a bizarre cult. He beats up gay teenagers and forcibly cuts their hair.
So who do you want in the White House?
Jeb Bush just announced he wants to run a “joyful” campaign. Translation: Democrats are fine Christians, well-intentioned, patriotic, good family men/women, etc., etc.
Obama is irrelevant. No audience, getting irritated by Cruz’s lousy speaking skills/habits, is going to cut him any slack because of Obama’s flaws.
It’s appalling to see the commenters on here ignoring everything Cooke said, plugging their ears, and chanting “Cruz...Messiah...Cruz...Messiah...Cruz...”
Opinion pieces seem to have that tendency.
Possibly you are right. I have not seen the speech yet so I can not truly comment. However, not all critique is meant as an attack, even if the author was hoping that it would be.
I seem to remember preferring the way Cruz has spoken during debates over his speech delivery. I tend to dislike the type of delivery you describe. If you are speaking the truth as Cruz is, I prefer to hear it plainly stated. Theatrics would be a negative.

In contrast to All The talking heads, and all the self annointed wise guys like Cooke, and ALL the GOPe guys, and ALL other “maybe” candidates out there in this campaign for the Whitehouse, Cruz is to all of them what Michael Jordan was/is to a City Park pick up game on a sunny afternoon.
And, as far as his speaking style and voice inflection are concerned, and as someone has recently stated here on FR, “the last “perfect” person died a couple thousand years ago”. God only knows the “others” talking about running have their flaws too.
The one thing I hold against Cruz is that he’s another damned lawyer. Now, as attorney general or a supreme court justice, he’d be gangbusters. But really, enough with the lawyers!
That said, he’s still preferable to any RAT.

To me, he is in the “concern” column, fawning over a non-issue.
And I am sure, Cooke has never written an entire column devoted to Obama’s Mussolini like speech delivery. Thus, the hypocrisy.
He is doing damage control for the GOP-E.
Cruz has upset their plans to anoint Jeb.
