Those Arabs (or others in Israel) cannot vote unless they have ID and if they are NOT in the right place to vote, their vote will NOT COUNT. They have the ballots in two envelopes, apparently. One identifies the voter, and the other envelope inside is the vote. If your identified envelope doesn’t match up with who is supposed to be there voting in that EXACT PLACE, the vote is discarded.
If someone is bussing people in, it would be bussing those who CAN VOTE ... and this it would be a “get out the vote” move ... which one can do.
I did that very thing with an election campaign in that we would call voters on Election Day and urge them to vote, and see if they needed a ride. If they needed a ride, we would give them that ride. That’s “getting out the vote” ... :-) ...
None of them should have a vote. If they don't like it, there are 22 Arab states they can move to, which incidentally do NOT allow Jews to vote.
