The form only acknowledges that they are complying with the law. Signing it, and not complying would add perjury. But, not complying with the law, even if you didn't know it existed, is still breaking the law.
I bet that signed form is in someone’s safe until it is needed for leverage or an interest free ‘loan’ from the Clinton Foundation.
