“Winning” can come about through strife and effort. Which is why the traditional, correct phrase is “Medal of Honor winner.”

In “It’s a Wonderful Life,” George says, “My brother just won the Congressional Medal of Honor.” That was the traditional expression.

Where did the idea come from that “winning” implies pure chance—like the lottery?

FReeper Chapita, who is no longer with us, and maintained the chronicles of Medal of Honor recipients on Free Republic, would disagree with you. As do I, and many others, including the official Congressional Medal of Honor website, and the US Army Medal of Honor website:

Perhaps you can start firing off some letters & emails to the CMOHS and the US Army explaining to them the error of their ways...
