Its quite easy, after apprehension all illegal aliens are processed through the ENFORCE system which is linked to both the immigration database and NCIC.

It shows all previous apprehensions, convictions and removals.

Most aliens that are removed are convicted of felonies and formerly deported making their reentry to the country a felony under 8 USC 1326.

Problem is the federal court system and prisons are over run with them. All the agent can do is an expedited removal (another deportation) and send him back across the border to try, try, and try again until they make it.
