When exactly was this determined? Just because the Clintons and their cronies assert this, doesn't make it true. In fact, the more they repeat this line, the less likely that it is true.
It sounds to me like various laws and policies were violated.
This is how the Clintons are. They parse words and go through life pushing the envelope. And at least up until now, they have been backed up by a lap dog media and their fellow Democrats.
There are rumblings that the Democrats want someone else to run for president. All of this could be part of a stealth campaign to upend Hillary’s presidential plans.
I’m all too eager to see Hillary upended, but then wonder will we end up with Pocahontas or someone else who is much more liberal???
