I think you can pick up your ball, walk around the hazard and drop it over your left shoulder ... no stroke penalty

When I used to golf in Brooklyn, they would just put a line around the burned out cars and mark it “Ground Under Repair”. Any ball hit inside the line was a free drop, no closer to the hole.
Seems like the same rule should apply to crashed aircraft...
