Yet it would appear Grassley just doesn't wanna change the rules. Grassley is the chair of the Senate Judiciary Committee. Simply put, given the generally powerful position of committee chairs on Capitol Hill, if Grassley doesn't want reform to happen, it won't. And he doesn't.
This past May, Grassley gave a floor speech voicing his strong opposition to the "Smarter Sentencing Act." Grassley connected America's drop in crime over the past decades partly to the use of mandatory minimum sentences.

The prisons aren’t the problem. Excessive laws are the problem.
Carrying out the laws are the problem...they don't call prison a “culture” unless they stand to gain by returning there. Until prison is back to more than the country club lifestyle it now has...prison is never a deterrent...it's a goal to those breaking the laws. Free education, Tv, cell phones, workout rooms and game rooms...libraries and educational advantages.....It's a culture all it's own and why prisoners returning look at is a "visiting" friends for a time.

My main concern about people in prison is the following. Are there people in prison because they violated so-called federal laws which are not based on powers which the states have delegated to the feds expressly via the Constitution?

All we ever hear from the left side of the aisle is how everything in America is “broken”.
The immigration system is broken, the education system is broken, the military is broken, the police departments are broken, the criminal justice system is broken, the school system is broken.....
Make you wonder how our fathers and grandfathers, and their fathers and grandfathers, won wars, built the most powerful military, designed the A-Bomb, flew men to the moon and back, and made America the most powerful, most free, and most wealthy nation on the planet.
And they did it all without computers, race pimps, Affirmative Action, free college or a leftist welfare-nanny state that is sucking the lifeblood of the nation and stealing our freedoms.
I agree they may have some points, but these people want to rush through all these bills and Grassley said no.
I’ve been as far as the rotunda at Southern Michigan state prison in Jackson for a visit. 6 or 7 stories of cages, screaming and hollering 24 hours a day and pigeons flying around. The guards did carry guns because the visiting area was right there on the main floor in the middle of it all.
Think I’ll pass on that country club.

It can take its time. I think some of the 2016 contenders want to rush it through in 2015.
Yeah, that’s especially common with homeless types in the northern areas. I remember one story about a homeless guy who had been arrested thousands of times, and he explained it to a reporter on camera, that if he threw something at a police car, the charge would get him just enough time in jail to last the winter. Then he saw one driving by, threw the drink he had in his hand at it, and they scooped him up.
