The actual solution to all this BS, is that you strip every agency of any ability to pass any regulation. The Constitution places that responsibility directly on Congress

Abolish all these agencies and return the power to the States and allow the Federals to be only able to operate under the powers authorized by the Constitution.

I have little hope for the USA apart from rebellion.

Federal regulation of “armor piercing ammunition” officially began on August 28, 1986, when Public Law 99-408 was signed into law by President Ronald Reagan. The law, enacted to protect police officers whose body armor was inadequate to prevent injury, limits the manufacture, importation, and disposition of armor piercing ammunition. However, licensees often find the law difficult to comply with, particularly because, as firearms technology changes, so does the scope of the law.

Yep, the federal “gangsta mint, should have no power to raise a dime, granted monies for state specific desires..
