Blackmail is how it is with any pol that the rulers desire to subborn. NSA knows who kissed the little girl on the cheek in first grade and everything else that ever got written down or recorded in any way.
If they can’t buy you with favors, they blackmail you with fear. I suspect this is a far more common and widely used tactic against political opponents than many would believe. Politics is dirty business.
