“Whether public or private, it's an overtly bigoted and discriminatory practice.”
A private institution can elect to be discriminatory.

A private institution can elect to be discriminatory. I wonder about that. Remember the private bakery that refused to bake a wedding cake for a gay couple?

A private institution can elect to be discriminatory. Guess what would happen to a business which openly proclaimed it would not hire blacks, or a university which proclaimed itself a "traditionally white" university, from which blacks would be excluded.
