Im not trying to be conspiratorial... but I am an Network Engineer.. worked telcom and data path issues for years.. went your doing DR disaster recovery planing you look at things like the physical path for your traffic...
You have to plan be sure your redundant circuits are not on the same physical path you have to guarantee that you're going on to diverse paths so one issue or cut doesn't bring you down or isolate a site....you look for strategic failure points ...you just think that way
This cut .. its location and effort put into making it...just bug me... sets of some red flags ... and strikes me as a little odd

That this one “slice” took out so much communications is pathetic. All the eggs in one basket mentality. Here in Flagstaff, we merchants couldn’t process bank cards, had no internet or land lines for most of the day. The banks couldn’t function either.
