Attorney General Eric Holder plans to push, during his final weeks in office, a new standard of proof for civil-rights offenses, saying in an exit interview with POLITICO that such a change would make the federal government a better backstop against discrimination in cases like Ferguson and Trayvon Martin.

I don't think so.
What he wants is to lower the bar on the proof of racism to a level that would allow, for example, the conviction and imprisonment of Zimmerman and Darren Wilson. He wants to make it easy enough that all you need is a political decision to prosecute and convict. Sort of like the system used by ISIS and Hitler. That sort of thing.

Perhaps the reason that it is so hard to bring a Civil Rights case is because there aren't any Civil Rights violations going on.
