As lawmakers head toward a likely conference committee to negotiate an agreement on anti-heroin legislation, Gov. Steve Beshear says a provision to allow local needle-exchange programs should be part of a final bill.
Speaking to reporters outside his Capitol office just hours after the Senate Judiciary Committee heard discussion on the House version of the heroin legislation, Beshear said he was in favor of the House version of the bill but applauded both the House and Senate for their work on the issue.
I personally would like to see a needle exchange, Beshear said. Number one, I dont think it encourages more drug use. And number two, weve got such a problem with hepatitis C and all of these bad diseases that we could help get under control if we had a needle exchange.

Ha! A "gateway drug" in more ways than one.
Handing out free needles? They’ll end up in the funniest places. Like playgrounds and parks. Yep, parents will just love finding out how little johnny got HIV or HEP C from a dirty neddle left in the park.
IIRC, Sweden tried this tactic. Free needles.
Maybe Beshear should check and see if it worked.
Sounds reasonable. Drug dealers could pick up several gross of needles and supply them with their dope ... a package deal.
Next we’ll have medical heroin.
I lived and worked in Seattle where we had the outdoor needle exchange on Pike between 1st and second. Now it is in an office on 1st. I used to just hang out near it during lunch break to watch the madness.
And now I work in downtown Louisville and they want to bring it here? It is madness. Again.
Sure, why not. Make weed legal, and this stuff will be coming down the pike right behind it.
