Broome County is a definite no. That is the county on our norther border shaped like a fist with an extended finger.
Tioga County, to the west of Broome, is a definite yes.
Delaware and Sullivan, the 1st and 2nd to the east of Broome are maybes. This is the 2004 map.

I wonder if the good people of that Blue county have noticed and if they have undertaken steps to reshape their boundaries into something decidedly more...Unicorn-like.

Broome County includes Binghamton, which has one of the four research universities of the SUNY system, so no way that New York would let it secede.
I recall a story some years ago that Block Island was unhappy with the Rhode Island state government and wanted to secede. Colorado was interested in acquiring it.
