Why would a Texas Hispanic be different than a California or Iowa Hispanic? Aren’t they all mostly Mexican with a smattering of Central American?

I see and smell Steve Schmidt everywhere. Not long until he turns his attention to Cruz.

Because "Hispanic" is just a matter of last name. My guess is many more Hispanics in Texas have been there for multiple generations, and are integrated into the general community more. They own businesses and homes, and the general culture is more conservative. Many grew up speaking English at home. In most of the country there were almost no Hispanics 30 years ago, so virtually all of them are recent immigrants.

I could be wrong, but that's my impression from afar. Maybe some Texas FReepers would want to chime in.
