Dear Prospective Applicants: The purpose of this Amendment Number two is to: 1. The SOW mentions "Temporary Lodging," what is the duration for the lodging pay and is there a separate lodging pay when the temporary lodging pay ends? USAID Response: Furnished lodging is provided in Nairobi under the Inter-Agency Housing Board (IAHB). There is no separate lodging pay provided. In some cases, housing is not readily available within the IAHB and temporary housing options are identified including hotels. Typically, this is a short-term solution of less than three months. USAID would locate and pay these costs directly and, therefore, the temporary lodging allowance, which is a standard clause within personal services contracts, would not be applicable in this case. Question 03: The SOW mentions "Subcontractor" verbiage must be used. Am I allowed to use my company to provide the personnel under this solicitation? USAID Response: This is a Personal Services Contract with an individual. A subcontractor would not be providing the services. Question 04: How is the pay determined if I use a Subcontractor? USAID Response: Please see number 3 above. Question 05: Does the Combined Synopsis/Solicitation under solicitation number SOL-615-15-000005 and SOL-615-15-000006 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? USAID Response: This is a new U.S Government requirement. Question 6 : While filling out the Biographical Data Sheet. Box 15 Specific Consultant Services: Do I leave this blank if my employment is listed in above #14 Employment history? Box 16 Certification: Do I leave the box empty for Contracting Representative? USAID Response: If you have no specific consultant services that you have performed within the last three years or if those services are already listed in #14 Employment History, then you may leave box #15 blank.
