Russ Feingold will deliver his last speech as special envoy at the State Department next week, as he departs Foggy Bottom amid growing speculation over a potential campaign to return to the Senate, according to the Huffington Post.
Should he decide to run, the Wisconsin Democrat, who served in the Senate from 1993 to 2011, would go up against Sen. Ron Johnson (R-Wis.), who defeated him for re-election during the tea party wave of 2010.

Though the former senator has not taken definitive steps to join the race, National Republicans have already begun setting their sights on Feingold. The National Republican Senatorial Committee released a statement earlier this week, accompanied by a video, criticizing him for his vote on the 2009 American Recovery and Reinvestment Act and its claim that it would create jobs.

Isn’t feingold the senator that proposed a bill that would make ALL water property of the federal government? Including rivers, creeks, streams, brooks, aquifers, spring water, ponds, lakes, wetlands, floodplains, mud puddles, roof run off, sub terrain, rain barrel water, and sewage waste water? Under the bill if you had cattle on an acreage with a stock pond you pay taxes on the entire area including the pond but you would have to get permission or pay a fee to allow your cattle to drink the governments water from the stock pond, you would probably have to pay a fee or have permission to fish in it.
