It all starts at the local level. Someone gets his or her start as a County Supervisor or City Council member and they are on the gravy train.
When they discover that they can have a pretty comfortable and secure life on the public’s dime their goal becomes to be a part of the system and to perpetuate its growth. The thought of having to go back to the private sector terrifies them. They will do anything to avoid that fate.
