If NBC knew back then and did nothing their FCC license should be forfeited. If NBC didn’t know back then, they were and are utterly incompetent and their FCC license should be forfeited.
NBC is a network that does not need an FCC license. Those are for the individual stations with broadcast antennas.
The NBC Network does not operate under an FCC license, BUT it’s affiliates do.
