Sounds like one of the “no go” zones that Steve Emerson warned about—and was castigated for identifying the problem.
It isnt and wasnt a no go area, much sadly simpler: men committing crimes reported by their own community but white establishment simply didnt act. This could easily have been dealt with. Nout to do with no go areas, in fact many Muslims wanted the scumbags dealt with. Some even considered local justice.
