There is no “freely” in Islam. It is Allah’s will, and the Koran demands blood of infidels and superiority of Muslims over non-Muslims.

So if all parties involved agree a man can cut off his wife’s hand for refusing to cook something he requested?

Exactly.
And muslims aren't the only religion who use their own tribunals to settle religious disputes, or civil disputes if both parties agree.
