Not just Bush and Bremer, but the entire Military officer corps. Don't they study this stuff in War College or something?
I remember when the announcement was made. I expected virtually every single officer in the chain of command to object to the idea but the silence was deafening. I was SHOCKED that they didn't get hard and immediate pushback from the people in the Military who's job it was to understand military tactics and strategy.
But yeah, I'm thinking that both Bush and Bremer were idiots, at least on this particular point. Again, we didn't even do this to the Nazis, and they caused us far more bloodshed. You would think someone in the chain of command would have looked at Eisenhower's blueprint for dealing with such a situation.

I think it was more a case of believing their own spin. They had told us for so long that the war was going to be quick and easy, that we’d be welcomed as liberators, that they bought into the echo machine and stopped thinking rationally.
